choices, recreational alternatives, and exceptional business opportunities, all in a beautiful
coastal setting. The City of San Clemente was incorporated in 1928 as a General Law city and
operates under a Council/Manager form of government. There is a five-member City Council
elected at large to serve four-year, over-lapping terms and each year the Council elects
one of its own members to serve as Mayor for a one year period. The San Diego Interstate 5 freeway,
the state's major north-south artery, serves San Clemente and provides a forty minute commute
to northern Orange County or sixty minutes to downtown San Diego. John Wayne (Orange County)
